Do companies still need HR departments?

I have worked in some places that truly needed HR with a good number of employees and one person doing all the work for payroll and keeping files up to date. It was a bit chaotic and haphazard. I have also worked in places where that function was outsourced and employees were taken care of, but there was not a huge impact on leader development or succession planning within the company. Jobs were filled as each person left, but it felt like a complete disconnect from the company. I wonder if there are many success stories out there at all with outsourced HR?
